This letter is in response to letter below

Tracy, we had an opportunity to review and discuss the Michigan State Youth Associations
decision to not recognize averages from High School Conference competition. It is USBC's position as follows:

The Michigan State Youth Association is not in a position to refuse the averages. Averages from
conferences certified through the USBC High School Program are recognized by USBC and must be treated
as all other certified averages.

Where there is evidence that an individual's average does include scores from multiple players,
we would treat the average as any other obvious error situation. The local association would be
asked to contact the league coordinator with a request to remove all games which include scores
from multiple players. 

The Association may establish an entering average rule giving priority to averages established in
regular USBC youth leagues. However, it can not deny use of the average if it is the player's only average.

We will be in contact with the State Association and advise them of our decision.

Hello Fellow Coaches and Conference Coordinators,

I received the notice below earlier this morning. This decision upsets me and I will be contacting the State USBC to appeal their decision. The High School conference that Debbie Alexander and I coordinate registers over 550 high school bowlers. These bowler have already paid their registration fees and are now going to be told that they do not get the same benefits as every other USBC registered bowler. I don't think so!!! Last year I sent 18 bowlers to the Pepsi tournament. I feel that it is very unfair to make this decision to not allow any High School Averages to be recognized for MI State Championship or Pepsi Tournaments. It would, in my opinion, make more sense to have the conferences that are not following the USBC guidelines make the proper changes instead of  punishing those who are following the guidelines. Even if they were to make this decision, how can they legally take away a benefit of a USBC registered bowler after the high school season has started and registration fees have already been paid?
  I am going to send a letter to Sharon Shildroth at S.schildroth@comcast.net stating my opinion about this decision. I will also state that I am willing to sign a paper verifying that the averages in our conference are accurate and that partial/shared games are not credited to either bowler. I would suggest that each of you do the same. If enough of us send our complaints, we may be able to persuade them to handle this differently.

We will not be allowing High School Averages to be recognized for either the MI State Championship or the Pepsi Tournaments.   There does not seem to be a standard way that conferences are calculating averages for multiple bowlers in one game.  One may use the score for determining wins or losses.  Where as another may be giving the game to the substitute bowler and including this when figuring their average.  This should NOT be allowed as the bowler didn't bowl the complete game and therefore should not be used for either bowler when figuring games bowled for average.  At this time we know conferences that are giving the game bowled by multiple bowlers for ones average based on pins that they did not bowl, so because we are not sure what conferences do calculate the averages by giving pins to the substitute bowler, we will NOT accept any High School Conference averages.
